Military records

I wrote to the province of L'Aquila in Abruzzo for my great grandfather's military records. They gave me a negative response but suggested I write to the comune of Gioia dei Marsi where he came from. What would the difference be? If the province doesn't have the record, why would a small town?

Because the province does not detain any people record of any kind.
Only the comune keeps the record and they archive them in thier buildings.
By this if you need military records you have to ask to the Comune or, better, to the Archivio di Stato of the province were the person is born, were ar archived documents of the military district of the area.

Finally: you just ask to the wrong office.
